UN High Commissioner for Human Rights Volker Türk has urged immediate action to stop ongoing human rights violations in Ethiopia that are hindering reconciliation and peace efforts. Türk called on conflicting parties to cease hostilities and resolve disputes peacefully.

He emphasized the importance of authorities protecting civilians, preventing further violations, and ensuring justice for those responsible. The UN Human Rights Office recently released an update on the human rights situation in Ethiopia from January 2023 to January 2024. The report highlighted serious violations in the Amhara and Oromia regions in 2023 while noting improvements in the Tigray region following a ceasefire agreement. Concerns remain regarding violations by Eritrean Defense Forces.

In 2023, over 1,300 civilians were killed in Ethiopia, with significant casualties in the Amhara region. Government forces, Eritrean troops, anti-government militias, and unidentified actors were reportedly involved in these attacks. The use of drones by Government forces resulted in civilian deaths and damage to infrastructure, raising concerns about adherence to international law. The update detailed an attack in January 2024 where government troops allegedly killed civilians in Merawi town.

Overall, there were 594 incidents of violations affecting over 8,000 victims, with state actors responsible for the majority of violations. The report also mentioned attacks by Fano insurgents and their affiliates on civilians and medical facilities. The State of Emergency, which lasted from August 2023 to June 2024, led to rights violations by security forces. Türk welcomed the non-extension of the State of Emergency and urged the release of detainees not charged under current laws.

He also called for the lifting of movement restrictions and resumption of regular law enforcement activities. The update recognized the Ethiopian Government’s efforts in transitional justice and combating violence against women and children. It highlighted progress in social and economic areas, emphasizing the need for sustained commitment and sufficient resources to ensure rights enjoyment, especially in conflict-affected regions.

The report acknowledged the Government’s commitments to peace, justice, and accountability, urging their prioritized implementation.
