Morocco’s House of Representatives on Tuesday adopted Bill No. 82.21 relating to a project for the self-production of electrical energy, the country’s Ministry of Energy Transition and Sustainable Development has announced.
Developed in 2020, the project aims to ensure the self-production of electrical energy for individual consumption, as well as regulate the activity regardless of the source of production, the nature of the network, the level of voltage, and the capacity of the installation used.
“The drafting of this legislative text is part of the implementation of the national energy strategy and the recommendations of the New Development Model,” Maghreb Arab Agency (MAP) quoted a statement by the Department of Energy Transition as saying.
The statement explained that the recommendations include developing a decentralized electricity production and improving the competitiveness of the electricity sector, while ensuring the simplification of administrative procedures.
In addition, the project seeks to organize the activity of self-production of electrical energy “while ensuring the safety and security of the national electricity network and compliance with the principles of transparency and non-discrimination between stakeholders,” indicated the statement.
The project is set to contribute to developing a “green, competitive, and low-carbon national economy by encouraging the development of renewable energies and reducing the energy bill,” added the source.
The project is expected to help create new job opportunities in different electricity-related fields, such as the maintenance of production plants.
The statement concluded that the draft law also provides, and for the first time, the right to sell surplus electricity to operators of electrical networks and the extension of the field of access to the national electricity grid, allowing the transportation of electricity from the site of production to the site of consumption.
