Botswana has been selected to host the Southern African trading hub for the planned initial public offering (IPO) of Dangote Petroleum Refinery and Petrochemicals, in a move aimed at expanding investment opportunities for African investors.
The arrangement is expected to connect investors across Southern African markets to the refinery’s share offering, while giving Botswana a central role in facilitating cross-border investment in one of Africa’s largest industrial projects.
Collen Tapfumaneyi, chairman of the Southern African Development Community (SADC) Committee of Stock Exchanges, confirmed Botswana’s selection. The committee brings together 14 member exchanges and coordinates cooperation across the region’s capital markets.
The proposed trading hub forms part of efforts to widen participation in Dangote Refinery’s IPO beyond Nigeria. The company is also engaging other African markets as it seeks to attract investors from across the continent.
Regional Markets Seek Easier Access
African stock exchanges have long faced challenges in enabling investors to buy securities listed in other countries. Differences in regulations, trading systems and settlement arrangements have made cross-border investment more complicated.
By establishing a central trading venue in Botswana, participating exchanges could provide investors with a more coordinated route to access the refinery’s shares without requiring separate arrangements in every market.
The initiative could also raise the profile of Botswana’s domestic stock market and test how effectively regional exchanges can work together to support large transactions.
For investors, wider access would create another opportunity to participate in a major African industrial business. However, participation will depend on the final structure of the offering, local regulatory approvals and the procedures established in each market.

Dangote Refinery Targets Wider African Ownership
The planned IPO is intended to broaden ownership of Dangote Petroleum Refinery and attract capital to support its growth ambitions. The transaction is expected to value the business at approximately $50 billion.
The refinery’s expansion across African investment markets comes amid broader efforts to strengthen the continent’s capital markets and channel more domestic savings into large-scale businesses.
However, the proposed valuation does not guarantee investor participation. Demand will depend on the offer price, the refinery’s financial performance and the willingness of investors to take on the risks associated with the investment.
The company is also extending the IPO timetable to allow more time for the development of cross-border investment arrangements.
If successfully implemented, the Botswana-led initiative could provide a practical model for connecting African exchanges and making it easier for investors to access investment opportunities beyond their home markets.
