A THISDAY investigation has found that a Category 3 Instrument Landing System (ILS) installed in 2019 at Lagos and Abuja airports, at a cost of N7.58 billion, has never worked and has effectively been abandoned.
No Feasibility Study Done, Insiders Allege
The system was meant to allow pilots to land safely in zero visibility during the harmattan season, but the Nigerian Airspace Management Agency (NAMA) reportedly failed to provide the additional equipment needed for it to function.
Both airports remain reliant on the older Category 2 ILS.
Industry insiders alleged there was no proper feasibility study before the project began, claiming it was used to “corner” government funds with no one held accountable.
NAMA is reportedly now planning to spend further sums on new radar systems from Spanish firm Indra, even as some officials argue existing infrastructure could simply be upgraded instead.
